Present: Emilija Pantic, Shuoxing Wu, Jim Stewart, Russ Rucinski, Glenn Horton-Smith

The meeting started with a presentation from Glenn summarizing the group's purpose, connection with the project and other groups, requests received, and known questions.  (Indico conference ID #10561, first item [1])

Requests received and discussion:

 - The FD Performance group had requested a representative from HV be identified; Glenn will do this for now.

 - The task with the nearest due date is a request from FD WG coordinator Tim Bolton for an expert independent opinion on differences in CPA design of ProtoDUNE vs DUNE CD-1R design, as well as other HV design changes. Initially requested for October 20, but Tim communicated to Glenn that November 3 is the new target.

 - The Radiopurity WG had requested info on radioactivity of Cathode Plane Array materials, and Glenn had requested they evaluate and specify requirements to the TPC WG. Jim suggests radiopurity WG interact directly with TPC WG rather than using HV WG as middleman.

After the discussion of these requests received, there was a general discussion of questions needing answers and R&D needing to be done.  This included a look at a Jan 2015 HV R&D plan in the old LBNE doc-db [2].

 - Surge suppression and other discharge mitigation needs further studies.

   + Bo Yu is writing up current thinking on discharge mitigation system information.

   + A review by Sergio Rescia of DUNE CD1R discharge mitigation strategy is in the old LBNE docdb #10865 [3].
 
   + There was a technical review earlier this month. (link?)

   + Sarah Lockwitz has two papers on discharge studies.  She would be a good person to have in FDHVWG.

 - Material effects should be studied: Al vs Stainless? Effect of work function? Effect of surface finish/polish?

 - A method for assessment of damage done by a surge should be developed. Surface damage? Effect on future discharge frequency?  Field uniformity?

 - Requirements for limits on field in Ar gas must also be developed.

Emilija commented that this is a lot needing doing, and the first priority should be prioritizing.  The independent assessment of the ProtoDUNE vs DUNE CD-1R changes is the nearest in time, perhaps making it the most pressing.
