We forked JJ Russell's github repo slaclab/proto-dune-dam-lib and made a copy as dune/dunepdsprce, with
DUNE members allowed ot push.  David Adams pushed his bulletproofing fixes, and we tagged and relased v1.1.1 of it for last week's dunetpc release, v08_39_00.

As of v08_39_00, larsoft and dunetpc no longer support the e17 and c2 compilers, but now support e19 and c7.  e19 corresponds to GCC v8.2.0, -std=c++17, -std=gnu, and c7 means Clang v7.0.0, -std=c++17, -std=gnu.  More info at:  https://cdcvs.fnal.gov/redmine/projects/cet-is-public/wiki/AboutQualifiers

The c7:debug build failed for dunetpc v08_39_00 due to a bug in nurandom that was fixed and will go in for this week's relase.
