Accelerators facilities where rate and radiation hardness are driving parameters.
Underground facilities where radio purity and low or cryo temperature operation are important
*Exploration of the possibilities for intentional, intentional Co-design/Co-development of system interfaces from the beginning of detector system planning (as opposed to independent sub-system designs pasted together after being independently vetted).

Maintaining Instrumentation expertise within HEP institutions (Labs and Universities) to establish a steady flow of skilled designers capable of contributing effort towards next generation detector systems that may take a generation to design and build.
Provide training and exploratory design approaches for HEP detector related AI and ML techniques.
Explore and share experience for Cryogenic readout systems both Analog and Digital.

Our white paper efforts should contain:
References and contributions to other Snowmass Frontiers such as the Community Engagement Frontier where an effort is underway ease institutional access to EDA tools, IP (especially digital blocks) and foundries through DOE or other governmental agency brokered contracts with major companies. etc.
Discussion of recent opportunities for collaborative work and organic crowd sourced learning: Open Access tools, and ways to utilize foundry (ASIC fab) services & possibilities for collaborating across fields to enhance or develop specialized design services etc.
In this work we should Express the importance of equal access & support for DOE and NSF funded projects.
Perhaps expansion of the role of the Pre-CPAD HEPIC meeting to organize events.
