This workshop will provide a forum to discuss current activities aimed toward understanding the behavior of high voltage in noble liquids. The workshop will bring together researchers from the neutrino, dark matter, and electric dipole moment communities to discuss the issues of making feed throughs, understanding dielectric properties of these liquids, and operation of high voltage systems. These issues are relevant for a broad range of elements and applications.
