Minutes of the ELBNF phone meeting of 6 March

Sergio welcomed the new cospokespersons Mark Thomson
and Andre Rubbia.

1.  Naming Contest
Maury presented a report from the naming committee and there
was a motion and second to accept the voter's first
choice, DUNE, for Deep Underground Neutrino Experiment.
There were 368 votes.  It was requested that rather than
taking a vote during a phone meeting, we vote by email.
Sergio asked everyone to provide one of the following
three choices by email by Monday night (16 March):
-Accept the name DUNE
-Not accept the name DUNE
-Abstain

2.  Governance Document
Chang Kee presented a report from the governance committee
which is preparing a governance document for the collaboration.
The goal is to have a document for the April collaboration meeting.

One point that generated much discussion was the rules for
the makeup of the institutional board.  Several options for
voting rules were presented, and other issues included the
role of the Deputy Spokesperson, Young ELBNF, the Executive
committee and the Technical Coordinator.  Feedback from
the institutional board to the governance committee is
encouraged on every issue.

3.  Report from the new spokespeople,
Mark Thomson
Slides and discussion from Mark focused on preparation
for the CD-1 refresh, and the constitution of CD-1 Task
Force Committees.  Again, the slides are on Indico.

Andre Rubbia
Slides focused on the collaboration meeting.  Parallel
sessions on 16& 17 April and plenary on 18 April.
Andre pointed out that we will be joined on Saturday by
the Long-Baseline Neutrino Committee, a creation of the
Fermilab PAC to help them oversee the endeavor.  The
chair of the LBNC is Dave McFarlane

4.  Schedule for IB chair
Sergio and Dario will collect nominations for IB chair
until Friday night 20 March.  (Dario has set up an
email to collect nominations at ELBF-IBC-EC@cern.ch.)
They will then contact the nominees and start the election
on Monday the 30th of March through Tuesday the 7th of April.
