This workshop will provide a forum to discuss current activities in the US that are aimed at the development of a very large detector based on the liquid argon time projection chamber concept.  It is intended that the output of the workshop is a coherent description of the current R&D efforts as well as a list of challenges that need to be addressed by future efforts.  The workshop is being organized under the auspices of the Coordinating Panel for Advanced Detectors (CPAD) and will provide input to the Community Summer Study.
